DUTIES OF OFFICERS:

The President shall have general supervision over the business activities of the State Council.  She shall: Preside at all General and Executive Board meetings. Appoint the chairpersons of all committees and other chairpersons as are deemed necessary. Be ex-officio member of all committees, except Nominating Committee, but not be required to attend meetings thereof, unless she so desires. Forward convention agenda to all chapters thirty (30) days prior to convention. She shall, by virtue of her office, automatically carry credentials to the IC Convention.  If she is unable to attend,, she shall appoint her surrogate.

The First Vice-President/President Elect shall assume the duties of the President I in the latter's absence. Upon the death or withdrawal of the President, the First Vice-President/President Elect shall become President. The First Vice-President/President Elect shall automatically succeed to the office of President. The First Vice-President/President Elect shall be the State Membership Director.  The Membership Director shall assist the chapters in the membership programs by answering questions, and passing on information and suggested rush programs.

The Second Vice-President shall assume the duties of the First Vice-President/President Elect in her inability to serve. The Second Vice-President shall be chairperson of the Nominating Committee. As chairperson, it will be her duty to forward to the chapters, ninety (90) days before convention, a letter requesting qualifications and nominees' acceptance for nomination for office. The individual chapters shall respond to said letter from the chairperson, sixty (60) days prior to the Convention and the report of the Nominating Committee shall be published at least thirty (30) days prior to the State Convention. A candidate for state office to be nominated from the floor, must have her written qualifications verified by the chairperson of the Nominating Committee before the General Assembly convenes.

The Recording Secretary shall keep in permanent form an accurate record of all meetings of the State Council and Executive Board. She shall mail a draft copy of the General Assembly minutes to the minutes Checking Committee within thirty (30) days following convention. The Minutes Checking Committee shall be composed of three members: (1) the current State Council President (that is presiding over the current Convention), (2) the Junior Past President, and (3) the incoming State Council President. The Committee will make any necessary additions or corrections to the minutes. Each committee member will sign and date a cover sheet to be returned with the corrected minutes to the Recording Secretary within thirty (30) days. From this corrected draft, the Recording Secretary will make all additions or corrections to the minutes. The Recording Secretary will sign the minutes and include the Minutes Checking Committee cover sheet in the minutes. The Recording Secretary will send a copy of the minutes to each Chapter President and each State Officer within four months following convention.

The Corresponding Secretary shall handle all official correspondence of the State President.

The Treasurer shall handle the monies of the State Council treasury and shall pay out monies upon the direction of the State Council Executive Board. In addition she shall:  Pay annual dues for the Alaska State Council to the International Council Treasurer. Furnish a general accounting to date of income and expenses at the State Convention. After close of State Convention furnish a financial statement of income (showing income and expenses for the year) for the Alaska State Council general funds and a separate statement of income for the State President1s Leadership Training Fund to be published by May 30. Prepare for the State President and Recording Secretary a copy of the number of votes each chapter is entitled to and prepare voting credentials after March 31, to be ready for presentation to the authorized delegates of each chapter at the time of registration for the State Convention (voting credentials are defined as paid state dues). Order a full crown jewel pin or other suitable gift for the outgoing President (paid for out of the general fund) at the time of State Convention. Present the Treasurer's books for audit to the auditor within sixty (60) days after the State Convention As outgoing State Treasurer, be the Budget Committee Chairperson and be responsible for setting and revising the budget for the coming year and submit it at the First General Assembly of Convention. A copy of the proposed budget shall be published at least thirty (30) days prior to State Convention.

It shall be the duty of the Parliamentarian, as chairperson of the Bylaws Committee, to notify the chapters requesting proposed bylaw and standing rule changes. The individual chapters shall respond to said notification from the chairperson sixty (60) days prior to the Convention and a report of the Bylaws Committee shall be published at least thirty (30) days prior to the State Convention. Following the Convention at which she presides, the Parliamentarian shall coordinate with the Directory Chairperson to see that the updated Bylaws and Standing Rules are published on the ESA Alaska State Council web and mailed to each Alaska State Chapter President. In the event that there be no WEB site, the updated Bylaws and Standing Rules will be sent via internet to ESA members with internet access and mailed to Chapter Presidents.

The Junior Past President shall serve as State Disaster Chairperson and serve as Advisor to the Council. The Disaster Fund Chairperson shall keep members and chapters advised of the purpose and benefits of the Disaster Fund, and she shall work closely with the International Council Disaster Fund Chairperson.

DUTIES OF APPOINTED CHAIRPERSONS:

The Educational Director shall assist the chapters in their educational programs by answering questions, passing on information, and suggested study programs, if requested. She shall coordinate the reporting of educational programs in the chapters, and will make awards to chapters when they are earned. She shall report to IC Headquarters according to the standards of that year as set by Headquarters. She shall conduct a workshop at the State Convention, if requested.

The Disaster Fund Chairperson shall keep members and chapters advised of the purpose and benefits of the Disaster Fund, and she shall work closely with the International Fund Chairperson.

The Philanthropic Chairperson shall aid chapters with their local service work and the state projects. She shall keep all chapters informed of the activities of our state project. She shall receive the philanthropic reports. She shall be responsible for conducting a workshop at the State Convention, if requested

The Workshop Chairperson shall be responsible for the workshops conducted at the annual Convention and act as moderator. She shall be responsible for forwarding a copy of the workshop brochure to the International Council Chairperson.

The Historian shall prepare, in permanent form, a written chronological history of the State's activities for the year. She shall be responsible for conducting a workshop at the State Convention, if requested.

The Editor(s) shall publish a paper three (3) times per year, containing news furnished by individuals, chapters, officers and the workshop chairperson.  

The Chaplain shall give the invocation at the opening of the first and second general assemblies and conduct a memorial service if necessary. She shall send messages of condolence when death has occurred in a member's family.

The Ways and Means Chairperson shall contact all chapters throughout the State and the International Ways and Means Chairperson for ideas on money making projects. The Ways and Means Chairperson should be in charge of any State Ways and Means Projects. She shall be responsible for conducting a workshop at State Convention, if requested. 

The Publicity Chairperson and/or Co-Chairpersons shall assist and instruct the chapters throughout the state in the proper preparation of materials for publication in news media, the Igloo Press and the Jonquil. She/they shall be responsible for conducting a workshop at State Convention, if requested.

The Convention Chairperson must be from Convention City and is responsible for organizing and managing the Alaska State Convention and shall work closely with the current State President. 

The Awards Chairperson shall be responsible for informing the chapters of ESA Award programs, including those of ESA Headquarters, International Council, and State Council. It will be her duty or her representative to present these awards during Alaska State Convention.  She shall compile the Chapter of the Year nomination forms from participating chapters. Judging shall be by an impartial person or group chosen at the discretion of the Awards Chairperson. Alaska State Council will encourage each chapter to continue to choose their own Woman of the Year who will be introduced and honored at the State Convention at the Saturday evening banquet. 

The Directory Chairperson shall maintain an updated record of members names, addresses, and chapter affiliation, current board members and chairpersons. She shall publish a Directory by September 30 following convention. She will publish changes in information as she is advised. The directory will be prepared for on disc and distributed to each member through chapter presidents.  As changes to the directory are received, they will be updated by email.  Hardcopies of the directory and changes will be mailed to those members who do not have internet access.

The ESA Foundation Counselor, appointed for a two (2) year term, shall promote the activities of the ESA Foundation:  philanthropic and educational.  She shall encourage chapters and members to become members of the ESA Foundation. She shall be prepared at the request of the President and/or Workshop Chairperson to present a workshop to advise members of developments of the ESA Foundation.  She shall receive donations and remit same monthly to the ESA Foundation. She shall not hold other concurrent offices of State Council, International Council, or ESA Foundation.

The Auditor shall be responsible for auditing the Treasurer's books within ninety (90) days after the close of Convention.

The Circle of Life Coordinators shall be responsible for promoting the St. Jude Children's Research Hospital activities. There shall be a Senior Coordinator and a Junior Coordinator. The Junior Coordinator will succeed the Senior Coordinator. The Senior Coordinator shall act in an advisory capacity to train the Junior Coordinator; the Junior Coordinator will be the active coordinator. The incoming Junior Coordinator is required to travel to Memphis for the Annual Training Seminar.

The Easter Seal Coordinator shall be responsible for keeping members and chapters advised of the purpose and benefits of the Easter Seal Society. She shall be responsible for conducting a workshop at State Convention, if requested.
